Albert has practiced as a Hong Kong solicitor for over 40 years. He started as a solicitor with Deacons and became partner of his own firm of Cheung, Tong & Rosa for 38 years (1983 to 2021) before joining Raymond Siu and Lawyers as consultant in August 2021.
He is a general practitioner with a corporate commercial emphasis advising on multifarious transactions (involving corporate finance, IPOs; equity, debts and other corporate finance instruments; solvent and insolvent corporate structuring; local and cross-border corporate mergers and acquisitions; takeovers and reverse takeovers; land and non-land asset acquisitions; regulated activity licensing and transfers; and corporate governance and compliance) and handling dispute resolutions in respect of such matters. In the course of his practice, he also advises on intellectual property, tax, and succession planning. He is also experienced in civil and criminal regulatory investigations and professional disciplinary matters.
Before joining us, Albert has continuously been acting for over 25 years as company secretary and non-executive director for various different companies listed on Hong Kong stock exchange. He is currently an independent non-executive director of Kidsland International Holdings Limited (Stock Code : 2122).
He served in the following capacities on the following statutory bodies:
- Securities and Futures Commission of Hong Kong, Academic and Accreditation Advisory Committee as Member (2003-2009) by appointment of the Chairman of the SFC
- Solicitors Disciplinary Tribunal as Member, Deputy Convenor, and The Tribunal Convenor (1998-2014) by appointment of the Chief Justice of the HKSAR
- Appeal Tribunal (Buildings) as Chairman (2009-2017) by appointment of the Chief Executive of the HKSAR
- Board of Review (Inland Revenue Ordinance) as Member, Deputy Chairman and The Chairman (2006-2020) by appointment of the Chief Executive of the HKSAR
He was awarded the Bronze Bauhinia Star Medal (BBS) by the Hong Kong Special Administrative Region of the People’s Republic of China on 1st October 2020.
He is currently a member of the International Association of Tax Judges, a member of the Insurance Authority of Hong Kong Disciplinary Panel Pool, a member of the Social Workers Disciplinary Committee Panel, a member of the Peer Review Panel of the Chartered Institute of Arbitrators (CIArb U.K.), and a member of the Faculty Board of The University of Hong Kong. He is also an external examiner to the Law Faculty of The University of Hong Kong, the Law School of the Chinese University of Hong Kong, and the School of Law of the City University of Hong Kong.
He wrote (with a co-author) the “Part H Economic Torts” sections of Bullen & Leake & Jacob’s Hong Kong Precedents of Pleadings (Hong Kong: Sweet & Maxwell, 2013). His many decisions rendered in Chinese and English as the hearing chairman of Board of Review (Inland Revenue Ordinance) tax appeal cases are reported in Hong Kong Inland Revenue Board of Review Decisions.
